The Matters Related to Foreign Personnel’s Application for Postdoctoral Research in Hohai University

I.Eligibility and Treatment

Article 1: Applicants who want to apply for postdoctoral research in Hohai University must have Ph. D. Degree and be under 40 years old.

Article 2: During research period, foreign postdoctoral fellows will be paid for 24 months according to the lecturers’ standard in Hohai University. In addition, the University will provide scientific research funds of RMB30, 000 for each foreign postdoctoral fellow.

Article 3: During the research period, Hohai University will afford two economy class international round-trip air tickets to each foreign postdoctoral fellow (the shortest distance from the country or district of the postdoctoral fellow to China).

II. Application Procedure and Approval

Article 4: The foreigner’s application for postdoctoral research in Hohai University should be examined and approved in accordance with the following procedures:

1. Applicants should submit written application to the corresponding research stations in Hohai University one month in advance. Application materials include:

(1). Doctor’s degree certificate;

(2). Application for Postdoctoral Admission of Hohai University;

(3). Two Letters of Recommendation;

(4). Interview Assessment Form of Postdoctoral Station Admission of Hohai University. The interview assessment will be organized by the corresponding research stations. More than five professors in the related research fields, including the co-advisor, will be invited to attend the interview assessment.

2. After the preliminary examination, the related research stations will designate special persons to assist the qualified foreign applicants with entrance materials and other related procedures. When approved and affirmed by the research stations, these materials will be submitted to the Personnel Office of Hohai University.

3. Foreign postdoctoral fellows who are allowed to enter the research stations will sign Postdoctoral Responsibility Agreement of Hohai University with the related stations and co-advisorsThis agreement aims to make concrete research plans for postdoctoral period and stipulate the rights and obligations of both sides as well as other regulations in Hohai University. In addition, foreign postdoctoral fellows should also sign Postdoctoral Station Admission Agreement of Hohai University with Personnel Office of the University.

III.Entrance and Termination

Article 5: Applicants who are approved by the research stations should carry out entrance procedures on schedule. In case of special circumstances, applicants should submit written explanation to the related research stations and the Personnel Office before the intended entrance time. The university will disqualify the applicants who are longer than one month overdue for entrance without proper reasons.

Article 6: Postdoctoral fellows will work at the research stations for two years and terminate on schedule. During the research period, if postdoctoral fellows achieve special projects supported by China Postdoctoral Science Foundation or other major projects, they can apply for a delay of termination, but the total time of working at the research stations will be no longer than 3 years at the premise that the delay is approved. During the delay period, postdoctoral fellows will not be paid. In general, postdoctoral fellows will not be allowed to terminate their research at the stations ahead of schedule.

Article 7: During the research period, if postdoctoral fellows are not suitable for further research, the related research stations will suggest a termination of postdoctoral research and the Personnel Office will submit the suggestion to the superior office.

Article 8: Postdoctoral fellows who apply for termination or have been terminated will not get any funds and will not enjoy any preferential policies or treatments provided by China and Hohai University. No postdoctoral certificate will be issued. Apartments should be returned according to relevant rules. As for the terminated postdoctoral fellows in serious cases, all already-paid allowance (including research funds) will be reclaimed.

Article 9: Postdoctoral fellow who have finished their research should apply for relevant termination formalities to their stations two months in advance. Before leaving, postdoctoral fellows should submit the following materials to Personnel Office of Hohai University: the Leaving List signed by all the related offices, Work Reports, scientific research achievements and papers published during the postdoctoral research period.

Article 10: The eligible postdoctoral fellows will be issued with Postdoctoral Certificate supervised by Ministry of Human Resources and Social Security and Postdoctoral Management Committee of China.

Article 11: During the research period, postdoctoral fellows will be urged to terminate if involved in one of the following circumstances:

(1) Violating academic disciplines;

(2) Counterfeiting fake testimonial or ever been punished;

(3) Asking for a-three-month continuous sick leave or more than 15 days absence without proper reasons;

(4) Going abroad but overstaying;

(5) Failing in carrying out obligations in the entrance agreement;

(6) Failing in terminate evaluation or a delay in terminate formalities;

(7) Other violations.

IV.Appraisal and Reward

Article 12: Postdoctoral fellows will propose research subjects after discussion with co-advisors, which will contribute to advancing research in the subject field and the research stations. Postdoctoral fellows will make opening report and draw up research plans within two months after entering research stations. These research plans will be reviewed by experts invited by the research station and be carried out with the permission of the directors of the research stations. The research plans will be put on file by Personnel Office of Hohai University.

Article 13: After entering the station for a full year, postdoctoral fellows will be evaluated through mid-term assessment organized by the research stations. Postdoctoral fellows will fill inthe Mid-Term Evaluation Form for PostdoctoralScientific Research of Hohai University, which will be put on file by Personnel Office of Hohai University.

Article 14: When applying for termination, postdoctoral fellows will submit Postdoctoral Work Report and scientific research fruits achieved during the research period. Experts (more than five experts including the co-advisor and at least one off-campus expert) invited by the research stations will evaluate the submitted materials. All materials together with the evaluation will be reported to the University for final appraisal.

Article 15: Postdoctoral terminate appraisal will be classified into five ranks: extra excellent, excellent, good, qualified and disqualified.

Article 16: The postdoctoral fellows who are ranked as “extra excellent” or “excellent” in the terminate appraisal will be awarded bonuses by the University.

Article 17: During the research period, postdoctoral fellows will normally enjoy science and technology award policies of Hohai University and performance award policies of the station.

Article 18: For the termination appraisal, only official publication and the promulgated certificates in the research period will be counted as research achievements of postdoctoral fellows and Hohai University will be made as the first signature unit.

V.Other Matters

Article 19: The related research stations will purchase personal accident insurance and medical insurance for foreign postdoctoral fellows during their research period.

Article 20: The related research stations will apply to International Office for assistance in visa formalities.

Article 21: Foreign postdoctoral fellows can apply for postdoctoral apartments, but need to sign a Housing Lease Agreement with the Assets Department of Hohai University before moving in. After terminating from the related research stations, foreign postdoctoral fellows should return the apartments on schedule. Those who are overdue in returning apartments are subject to contract-breach responsibilities according to the Housing Lease Agreement.

Article 22: Postdoctoral fellows should take good care of facilities in the apartments. If damaged, compensation will be made according to the Housing Lease Agreement. Postdoctoral fellows will be responsible for their own expenses of rent, water, electricity and internet.

4. Applicant qualifications

1. Non-Chinese citizens, physically and mentally healthy;

2. Degree and age requirements:

Applicants for a master’s degree must have a bachelor’s degree and be under the age of 35;

Applicants for a doctorate degree must have a master’s degree and be under 40 years old;

3. Excellent grades and outstanding scientific research capabilities;

4. Those who are not recipients of other scholarships;

5. Students apply for Chinese-medium, need to have the Chinese Proficiency Test (HSK) four 180 points or more results single (certificate is valid for 2 years);

6. Students apply taught in English, are required to submit IELTS 5.5 points or more, TOEFL 80 points or more transcripts or other proof to reflect their level of English , English as a native application for those who need to provide proof of English language proficiency material .

5. Apply for majors

See Annex 1. In the end, they will be admitted in a major approved by the China Scholarship Council. Both general scholars and senior scholars can be enrolled in the enrollment majors of Chinese Government Scholarship in our school.

6. Application materials

1. “Chinese Government Scholarship Application Form” (filled in Chinese or English);

2. “Foreigner Physical Examination Form” (filled in Chinese or English). Applicants should strictly follow the required items in the “Foreigner Physical Examination Form” for inspection. The “Foreigner Physical Examination Form” with missing items, no photo of the person or no stamp on the photo, and no signature and stamp of the doctor and hospital is invalid. The inspection result is valid for 6 months, please bring the original when you arrive at the school;

3. Notarized bachelor degree or above certificate (texts in languages ​​other than Chinese or English must be attached with notarized Chinese or English translations, and fresh graduates must submit pre-graduation certificates);

4. Notarized transcripts (texts in languages ​​other than Chinese or English must be attached with notarized Chinese or English translations);

5. Letter of recommendation. Recommendation letters from two professors or associate professors (in Chinese or English);

6. Study or research plan in China (written in Chinese or English, no less than 800 words);

7. “Certificate of No Criminal Record”. Applicants must submit a certificate of no criminal record issued by the local public security agency, which is valid within 6 months. If the applicant is unable to provide this document, he can sign a non-criminal record undertaking (see Annex 3) to replace the non-criminal record certificate;

7. Copy of research results. Abstracts or catalogs of published papers, award certificates, and other materials that prove their academic achievements and research capabilities;

8. A copy of the transcript of the language proficiency (Chinese or English) test;

9. Effective photocopy of ordinary passports, in the territory of mainland Chinese applicants need to provide a copy of the visa or residence permit page of the currently active page.

7. Application procedure

Step 1: Log in to the Chinese Government Scholarship website to register, fill in the information, scan and upload the original documents. The specific website is https://studyinchina.csc.edu.cn/#/register , the type of study abroad program is Category B, and the acceptance agency code is: 10730 (Lanzhou University).

Step 2: Register and log in to the Lanzhou University International Student Online Service System https://lzu.17gz.org, fill in and upload a scanned copy of the original application materials.

1. No need to mail paper materials.

2. Fill in the correct mailbox and frequently viewed, Lanzhou University by mail will inform the approval process and arrangements for communications interviews and so on.

8. Admission and admission

1. Review and admission process: the first review of the International Cultural Exchange College -professional college review and interview- school pre-admission -China Scholarship Council final review -formal admission , the admission result will be announced around July 15 (as notified by the China Scholarship Council) quasi).

2. The admission time is at the beginning of September each year, and the specific time is subject to the “Admission Notice”. Admitted students must strictly follow the requirements of China’s national defense epidemic and go through the registration procedures at Lanzhou University within the time specified in the admission notice. Those who fail to complete the enrollment procedures within the prescribed enrollment time will be disqualified from enrollment.

Step 3. Initial Review & Application Fee

If you pass the application review, we will ask you to pay the application fee of 600 CNY (non-refundable) directly online. You will receive a numbered Initial Review Notice after the payment. Then it is time for you to contact BIT advisors for the 2020 BIT Advisor Recommendation Form. You should tell the advisors the BIT application number and the number of your Initial Review Notice so that the advisors will complete the recommendation form for you.

Step 4. Further Review

Upload the signed 2020 BIT Advisor Recommendation Form. If you pass the further review, you will be shortlisted for our online video interviews.

Step 5. Online Video Interview

The online video interview will be conducted via social media app-WeChat and all details regarding the interview will be announced through email.

Step 6. Release of Final Result

The final result will be released through email after the CSC’s final approval.

SYNOPSIS

The Division of Atmospheric and Geospace Sciences (AGS) awards Postdoctoral Research Fellowships (PRF) to highly qualified early career investigators to carry out an independent research program. The research plan of each Fellowship must address scientific questions within the scope of AGS disciplines. The program supports researchers for a period of up to 2 years with Fellowships that can be taken to the institution of their choice. The program is intended to recognize beginning investigators of significant potential and provide them with experience in research that will broaden perspectives, facilitate interdisciplinary interactions and help establish them in leadership positions within the Atmospheric and Geospace Sciences community. Fellowships are awards to individuals, not institutions, and are administered by the Fellows.

SYNOPSIS

The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. MSIs of higher education denote institutions that have undergraduate enrollments of 50% or more (based on total student enrollment) of members of minority groups underrepresented among those holding advanced degrees in science and engineering fields: African Americans, Alaska Natives, American Indians, Hispanic Americans, Native Hawaiians, and Native Pacific Islanders. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and mathematics (STEM) disciplines. CREST Postdoctoral Research Fellowship (PRF) awards provide research experience and training for early career scientists at active CREST Centers. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM, at those institutions.

 The CREST program supports the following types of projects:

CREST Center awards provide multi-year support (typically 5-years) for eligible minority-serving institutions that demonstrate a strong research and education base, a compelling vision for research infrastructure improvement, and a comprehensive plan with the necessary elements to achieve and sustain national competitiveness in a clearly defined area of national significance in science or engineering research.  Successful Center proposals will demonstrate a clear vision and synergy with the broad goals of the CREST Program and the Human Resource Development Division with respect to development of a diverse STEM workforce.  CREST Centers are expected to provide leadership in the involvement of groups traditionally underrepresented in STEM at all levels (faculty, students, and postdoctoral researchers) within the Center.  Centers are required to use either proven or innovative mechanisms to address issues such as recruitment, retention and mentorship of participants from underrepresented groups. 

CREST Partnership Supplements support the establishment or strengthening of partnerships and collaborations between active CREST Centers and nationally or internationally recognized research centers including NSF-supported research centers, and private sector research laboratories, K-12 entities including museums and science centers or schools, as appropriate to enable the CREST Centers to advance knowledge and education on a research theme of national significance. 

CREST Postdoctoral Research Fellowship (PRF) awards recognize beginning CREST Center investigators with significant potential and provide them with research experiences that broaden perspectives, facilitate interdisciplinary interactions and establish them in positions of leadership within the scientific community. Fellows conduct research on topics aligned with the research focus of the host CREST Center. The fellowships are also designed to provide active mentoring to the Fellows by the sponsoring CREST Center scientists who, in turn, will benefit from the incorporation of these talented scientists into their research groups.

HBCU Research Infrastructure for Science and Engineering (RISE) awards support the development of research capability at Historically Black Colleges and Universities that offer doctoral degrees in science and engineering disciplines. Supported projects must have a unifying research focus in one of the research areas supported by NSF, a direct connection to the long-term plans of the host department(s), institutional strategic plan and mission, and plans for expanding institutional research capacity as well as increasing the production of doctoral students, especially those underrepresented in STEM.

SBIR/STTR Phase IIa Diversity Collaboration Supplements provide an opportunity for existing SBIR/STTR Phase II projects to initiate collaborations with minority-serving institutions that have active CREST Center or HBCU-RISE awards. These supplemental proposals are administered by and co-funded with the NSF Directorate for Engineering Division of Industrial Innovation and Partnerships (ENG/IIP).

Application conditions:

Application materials:

1. The first page of the passport. Passports should be valid for more than one year. Applicants who are already in China are also required to provide a copy of visa or residence permit and the customs seal of entry.

2. Master’s degree certificate. Applicants should submit a master’s degree certificate and academic certificate . Fresh graduates should provide a pre-graduation certificate issued by their university. If admitted, they must provide a formal academic certificate when registering.

3. Academic transcripts during the master’s degree.

4. Proof of language ability.

Applicants who apply for English-taught programs and whose native language is not English must provide proof of English proficiency (IELTS 6 points and above / TOEFL 80 points and above) or proof that the previous academic qualifications are taught in English from the previous academic institution, or have been in Proof of one year or more of study in English-speaking countries ;

Applicants applying for Chinese-taught programs need to provide HSK score report ( level 4, 180 points or above, some majors require HSK level 5 or higher, see the professional catalog description for details ) or other certificates of corresponding Chinese proficiency.

5. Study plan or research plan (state personal basic information, personality characteristics, hobbies and specialties, study motivation, study purpose and study plan, etc., no less than 1,000 words).

6. Two academic recommendation letters from professors or associate professors and their signatures and contact information.

7. Personal resume. Applicants must include personal information, educational background, work experience, research, papers published cases, awards and so on .

8. Proof of funds (available funds are not less than RMB 45,000 ).

9. “Foreigner Physical Examination Record” (click http://study.cqu.edu.cn/info/1062/1413.htm to download). This form must be completed in Chinese or English. Applicants should strictly follow the items required in the “Foreigner Physical Examination Record” for inspection. The “Foreigner Physical Examination Record” that is missing, does not have a photo of the person attached, or has a seal on the photo, and does not have the signature and seal of the physician and the hospital is invalid; the attachments of the examination results (blood report, electrocardiogram and chest X ) must be uploaded at the same time when applying Light) . In view of the fact that the examination results are valid for 6 months, applicants are requested to plan the medical examination time reasonably.

10. Certificate of enrollment or work certificate. Students in school must provide a certificate of enrollment issued by their school, and those who have already worked must provide a certificate of work issued by an employment agency.

11. Certificate of non-criminal record (students or in-service personnel in school can provide a replacement certificate issued by the school or employment agency).

12. Other supporting materials required by the school.

Alexander von Humboldt Professorship- Germany

Germany’s most highly endowed research award

The Alexander von Humboldt Professorship is the most highly endowed German science award and is awarded exclusively to top researchers who are world leaders in their field and who are active abroad. The Humboldt Professorship is funded by the Federal Ministry of Education and Research. It enables long-term, forward-looking research to be carried out at universities and research institutions in Germany and makes a lasting contribution to the international competitiveness of Germany as a research location. For this purpose, up to ten Humboldt Professorships have been awarded every year since 2008 within the framework of the International Research Fund for Germany. In 2020, the Alexander von Humboldt Professorships for Artificial Intelligence (AI) were also launched.

WANTED: Alexander von Humboldt professors

New focus: artificial intelligence

As a contribution to the federal government’s national AI strategy, up to 30 additional Alexander von Humboldt professorships will be filled in the field of artificial intelligence (AI) by 2024. Scientists from all disciplines who deal with the research and use of AI and its social effects can be nominated for this. For more information, please refer to the program information on the Alexander von Humboldt Professorships.

Our promotion

The prize money is 5 million euros for experimental scientists and 3.5 million euros for theoretical scientists. It is available for a period of five years. The funding enables competitive framework conditions, even in international comparison, which form a basis for the long-term scientific future of the award winners in Germany. This applies to both their personal remuneration and the financial resources for their research work. The Humboldt Foundation offers the award winners the most individual support possible.

Who can nominate?

Universities in Germany are entitled to make proposals. Non-university research institutions in Germany can initiate a nomination together with a university that is eligible to apply. The nominations are to be forwarded to the Humboldt Foundation via the rectors or the presidents of the respective university and, if applicable, via the scientific directorates or boards of the non-university research institution.

Who can be nominated?

Worldwide leading, excellently qualified researchers who work abroad and are scientifically established and who could be appointed to a professorship in Germany can be nominated.

What is important for a nomination?

In addition to the scientific quality of the nominees, the decisive criterion for awarding the prize is the persuasiveness of the concept for their involvement and its importance for achieving the strategic goals of the nominating institution.

Proposals that enjoy the full support of the university management, that regard the Humboldt Professorship as an integral part of the university-wide development strategy, and that relate to a department for whose subject orientation and structure significant further development is planned or have already begun, have a chance of success.

The nominating institution must give a detailed opinion on the following points:

  • the scientific qualification of the nominee,
  • its fit into the development planning of the facility,
  • the strategic development planning of the nominating research institution, for example with regard to strengthening international competitiveness,
  • ensuring the permanent integration of the nominee into the structures of the research institution beyond the duration of the funding.

How is the nomination made?

Nominations can be submitted online at any time. Please use the corresponding online nomination form for this. Go into all the points listed in the notes in detail and, if possible, in the order suggested. Also upload the required documents.

The selection process

The deadlines for nominations are April 15th and September 15th.

The assessment by independent specialists from Germany and abroad takes about six months.

An independent selection committee made up of scientists from all disciplines decides twice a year on the submitted applications. The committee makes its decision on the basis of the scientific excellence of the nominee and the concept presented by the nominating institution.

The nominations are in a subject-independent competition with one another. Quotas for countries, subject areas or the gender of the nominated persons are not provided.

Heilongjiang Provincial Government Scholarship Program for Studying in China

In order to further promote the development of international education students in Heilongjiang Province, Heilongjiang provincial government established the ” Study in China Heilongjiang Provincial Government Scholarship ” (hereinafter referred to as scholarships). In principle, the scholarship is mainly used to fund outstanding international students who apply for bachelor’s degree, master’s degree, and doctorate degree in Heilongjiang province-owned colleges and universities that have the qualifications to accept international students. Our school is a university that accepts applicants for Heilongjiang Provincial Government Scholarship, and undertakes the task of training students for Heilongjiang Provincial Government Scholarship.
