You can adopt a multi-period model or a single-period model. You can adopt a model with or without government. It depends on your understanding of this problem.

A more common problem is evidence. Maybe you have a very good idea. Is there any data to consider? Is there enough financial capacity to obtain the data to support this research? Secondly, we must consider whether the variables needed for research are measurable, at least in theory, whether someone has proposed an excessive amount of method. It is also necessary to consider whether the data sample is large enough.
